The council invites proposals from qualified applicants in the areas of youth programming and Treatment and Recovery.
Any and all questions or requests for clarification must be submitted via the Inquiry Form (link) by 4:00 PM MT on October 6, 2025. Please allow at least 3 business days, and up to two weeks, for a response. Applicants will only be contacted via email regarding their question if additional clarification is needed for the Region to provide a response. Responses will be posted to the Inquiry Response Addendum Document (link).

Youth Programming
September 1st, 2025 - The Region 5 Opioid Abatement Council invites proposals from qualified youth-serving organizations in Eagle, Garfield, Lake, Pitkin, and Summit counties to support and expand existing youth programming. The purpose of these funds is to empower organizations that are committed to fostering healthy youth development, increasing youth mental health, and creating protective environments. There is robust evidence to suggest these strategies decrease the likelihood of program participants developing Opioid Use Disorder (OUD).
Successful proposals will submit a plan for two years and up to $30,000. The Region is able to fund up to five awards of $30,000 and one award of $20,000. All eligible funding requests up to $30,000 will be considered.
Eligibility
To be eligible to apply, an organization must:
Be a "youth-serving organization," defined as an entity whose primary mission involves providing services and support to individuals under the age of 21, and
Be located within and/or primarily serve youth in one or more of the Region 5 counties (Eagle, Garfield, Lake, Pitkin, Summit)

Treatment & Recovery
September 1st, 2025 - The Region 5 Opioid Abatement Council invites proposals for projects designed to establish direct pathways between treatment and recovery systems across Eagle, Garfield, Lake, Pitkin, and Summit counties in Colorado. The overarching objective is to enhance outcomes for Region 5 residents with Opioid Use Disorder (OUD) and co-occurring Substance Use Disorder (SUD) and Mental Health Disorders.
The successful proposal will submit a plan for two years and up to $500,000.
Successful proposals will articulate innovative strategies to bolster client connection to care throughout the continuum, encompassing the stages of seeking, accessing, and successfully transitioning from treatment to recovery. A critical component of these proposals will be the detailed articulation of how they will support stakeholders and foster robust collaborative efforts among existing systems and efforts, thereby improving the accessibility and impact of treatment and recovery services for all residents within Region 5.
