Who we are
To allocate Colorado's share of the National Opioid Settlement funds, the Colorado Attorney General's Office has established both a statewide council and 19 regional Opioid Abatement Councils (OACs). These councils oversee the use of settlement funds, ensuring their distribution aligns with the terms of the settlements and the Colorado Opioid Settlement Memorandum of Understanding. Regional OACs are composed of representatives from local organizations, including elected officials, employees from public health or human services departments, healthcare or behavioral health providers, substance use treatment professionals, law enforcement, justice system representatives, and community members with lived experience related to substance use.
Region 5 is one of these 19 regions and encompasses Eagle, Garfield, Lake, Pitkin, and Summit Counties. The Region 5 OAC is responsible for managing and distributing its allocated funds for a variety of approved purposes, as outlined by the Attorney General's Office. These purposes include substance use disorder treatment, recovery services, harm reduction initiatives, and prevention and education programs.

Reduce the number of opioid overdose and other substance use-related deaths.
Increase the number of people seeking help for Substance Use Disorders.
Increase community awareness of substance use risks, understanding of local needs and gaps, and where to find resources and support.
Increase the availability of and knowledge around harm reduction services.
Increase potential for securing grants and other funding sources in the region to support substance use prevention, treatment, and recovery efforts.
